In a significant pre-election announcement, Bihar Chief Minister Nitish Kumar has launched the Mukhyamantri Mahila Rozgar Yojana aimed at empowering women across the state. As part of this initiative, one woman from every family in Bihar will receive financial support of Rs 10,000. The scheme has already been approved by the state cabinet and will be implemented starting September 2025.

Financial Support Before Bihar Assembly Elections

With the Bihar Assembly Elections 2025 approaching, Nitish Kumar has focused on women-centric policies to strengthen his government’s outreach. Under the new scheme, Rs 10,000 will be directly transferred to the bank accounts of eligible women from each household. This initial amount is only the first installment of a larger support package.

The Chief Minister emphasized that this move is not just a welfare step but part of a broader mission to promote women’s self-reliance and employment opportunities. According to the official announcement, the government plans to extend up to Rs 2 lakh in assistance to help women establish sustainable livelihoods.

Details of Mukhyamantri Mahila Rozgar Yojana

The Mukhyamantri Mahila Rozgar Yojana is designed as a multi-phase program. In its first phase, each eligible woman will receive Rs 10,000 as direct financial assistance. Following this, after six months, the government will assess the progress of women’s entrepreneurial activities. Based on their requirements, additional support of up to Rs 2 lakh will be provided to strengthen their chosen ventures.

The scheme also includes infrastructure development, such as the creation of haat bazaars across rural and urban areas to facilitate the marketing of products made by women. These markets are expected to create new platforms for women entrepreneurs, allowing them to showcase and sell their goods effectively.

Nitish Kumar’s Statement on Women Empowerment

Announcing the scheme through his official post, Nitish Kumar highlighted his government’s long-term focus on women’s empowerment since 2005. He said that the state has consistently introduced reforms and schemes to improve women’s participation in education, employment, and governance.

He remarked, “Since November 2005, our government has made women’s empowerment a priority. Women are contributing significantly to Bihar’s growth while also strengthening their families’ economic condition. This new initiative will further enhance their role in society and bring long-term positive results.”

Nitish Kumar underlined that this program is both a welfare measure and a developmental policy, aimed at ensuring that women not only support their families but also become entrepreneurs in their own right.

Application Process for Women Beneficiaries

The government has clarified that women who wish to receive the Rs 10,000 assistance must apply under the scheme. The application process will begin soon, with forms being made available both offline and online for easy access.

To ensure quick disbursement, the government has announced that the transfer of Rs 10,000 will begin in September 2025. The Rural Development Department has been assigned the responsibility of managing the scheme, while the Urban Development and Housing Department may also provide support where necessary.

The aim is to complete the initial phase of transfers before the official announcement of the election dates, ensuring that beneficiaries start receiving support without delay.

Beyond Rs 10,000: Upto Rs 2 Lakh Support

The Rs 10,000 assistance is only an entry point to the larger support mechanism. According to the Chief Minister, after six months of initiating an income-generating activity, women can receive further financial aid of up to Rs 2 lakh.

This additional assistance will depend on an evaluation of the business or employment activity initiated by the women. The details of how this evaluation will be conducted have not yet been fully disclosed, but officials suggest that it will include an assessment of sustainability, profitability, and the need for scaling up.

Developing Haat Bazaars for Women Entrepreneurs

Another highlight of the announcement was the establishment of haat bazaars across Bihar. These markets will provide women entrepreneurs with dedicated spaces to sell their products. The bazaars will be developed in both villages and cities to ensure inclusivity and reach.

The initiative aims to reduce dependency on middlemen and create direct access to consumers, thereby increasing women’s profits and market visibility. It is also expected to encourage rural entrepreneurship, especially among women involved in handicrafts, food products, textiles, and small-scale manufacturing.

Bihar’s History of Women-Centric Policies

Nitish Kumar’s government has a long track record of introducing women-focused policies. From providing 50% reservation for women in panchayats to programs supporting education for girls, the state has consistently worked on gender empowerment.

The new Mukhyamantri Mahila Rozgar Yojana builds on this foundation. By offering direct financial support, it aligns with the government’s broader objective of making women economically self-reliant. Analysts believe this could be one of the most impactful schemes announced in the run-up to the 2025 elections.
